Change over the electric service first and make sure that the service stays continuous. 

The cable tv, internet and phone service may be through Charter Cable or they may be handled by Century Link (formerly Sprint, then Embarque) or may be handled by both.   If the closing is to occur while guests are in the home, then it is best for buyers to assume the seller's service.  If the house is vacant, my recommendation is to have all three of these services through Century Link. 

Water is a fairly painless changeover unless the home is in Nags Head.  If the house has a propane tank a list of vendors is below.  Most gas companies own the gas tank if it is above ground. 

Trash service is run by the town, county, or subdivision and does not need to be changed.
